AI voice agents in India: what changed in 2026, and what to plan for next
In 2026 AI voice agents in India changed on three fronts. Speech-native voice models from OpenAI and Google became generally available, and Indian-language voices kept improving. Several older voice and transcription models were scheduled for retirement. And the rules tightened: TRAI's 1600 and 1601 number series, caller name display from 1 November, and DPDP duties due in May 2027.
- OpenAI's GPT-Live 1 and Google's Gemini 3.8 Live both became generally available in September 2026.
- OpenAI will shut down its older TTS, realtime and transcription models between 6 January and 26 February 2027.
- TRAI gave utilities, courier and logistics firms the 1601 series on 10 August 2026, alongside 1600 for BFSI and government.
- Caller name display (CNAP) starts on 4G and 5G networks from 1 November 2026.
- Most DPDP Rules duties start in May 2027, so consent notices for calls and chats should be planned now.
1. Speech-native voice models became production-ready
For years, AI phone agents were built as a chain: speech to text, a language model, then text to speech. In 2026 models that listen and speak directly moved out of preview. The providers' changelogs record:
- 7 May: OpenAI released GPT-Realtime-2.
- 6 July: GPT-Realtime-2.1 and 2.1 mini, with better alphanumeric recognition, noise handling and interruption behaviour.
- 10 September: OpenAI's GPT-Live 1 became generally available for full-duplex voice conversations, priced at $0.05 per voice minute plus backend model use.
- 15 September: Google's Gemini 3.8 Live became generally available, described as the default for most low-latency voice agents.
The classic chain is not going away, because it lets you pick the best Indian voice and the best brain separately. Our comparison of speech-to-speech and the classic chain explains when to use each.
2. Indian-language voices and models kept improving
- Sarvam announced new models at the India AI Impact Summit in February 2026, including 30B and 105B language models and new text to speech and speech to text models, as reported by TechCrunch on 18 February.
- Sarvam's docs, read on 21 October 2026, list bulbul:v4-flash as the latest voice model recommended for new integrations, with Bulbul v3 still the stable default, and Saaras v4 as the default speech to text model.
- OpenAI added a Hindi voice, Nira, among nine new GPT-Live voices on 16 October 2026.
More choice is good news, but it also means more testing. A voice that sounds natural in English can stumble on a Tamil surname or a Pune locality. Our guide to why voice agents mishear Indian names covers the fixes.
3. Older voice models are being retired
The flip side of fast progress is churn. OpenAI's deprecations page, read on 21 October 2026, lists these shutdowns:
| Shutdown | Models | Announced |
|---|---|---|
| 6 January 2027 | tts-1, tts-1-hd and two gpt-4o-mini-tts snapshots | 1 October 2026 |
| 20 January 2027 | Legacy realtime and audio models, including gpt-realtime and gpt-4o-realtime | 20 July 2026 |
| 26 February 2027 | whisper-1, gpt-4o-transcribe, gpt-4o-mini-transcribe, gpt-4o-transcribe-diarize | 26 August 2026 |
Google, meanwhile, limited access to its Gemini 2.5 models to accounts that had used them recently, from 18 September 2026, while noting they were not deprecated.
The lesson for any business running AI calls: know which models your agents depend on, and keep a second provider ready. See OpenAI's TTS retirement and how to track provider changes.
4. Telecom rules now tell customers who is calling
Spam and impersonation pushed regulators to make business calls easier to identify:
- 10 July 2026: TRAI clarified that 1600 numbers are for service and transactional calls from RBI, SEBI, IRDAI and PFRDA regulated entities and government, and must not be tagged, blocked or filtered. Promotional calls use 140 numbers, subject to DND.
- 10 August 2026: TRAI directed a new 1601 series for service calls by utilities, courier and logistics firms, with 90 days for operators to onboard them.
- 1 November 2026: caller name display (CNAP) starts on 4G and 5G networks, under a DoT circular of 13 October, as reported on 15 October. Businesses can show a verified trademark or GST trade name.
For outbound AI calling, the number you dial from and the name on the screen now matter as much as the script. Details are in our guides to TRAI's number series and CNAP for business calls.
5. Privacy deadlines are getting close
The DPDP Rules, 2025 were notified on 13 November 2025. Consent manager registration applies one year later, in November 2026. Most duties for businesses, including the consent notice, security safeguards, breach reporting and grievance handling, apply eighteen months after notification, in May 2027. MeitY consulted in January 2026 on shortening that period, so keep an eye on official announcements.
For AI calls and chats, the practical work is a plain-language notice at the start of each conversation, an easy way to withdraw consent, and records of both. If you collect personal data on calls, also decide where the notice will live for voice. A long spoken notice frustrates callers, so most businesses will use a one-line spoken summary and send the full notice on WhatsApp or SMS straight after the call. Our DPDP Rules timeline sets out each step.
What to do before 2027 on Convo360
Convo360 is bring your own keys, which makes this year's changes easier to absorb, because you can switch a provider without changing platform.
- List your dependencies. For each voice agent, note the brain, the voice provider and the number it uses.
- Keep a fallback ready. Add a second AI or voice key under Settings → Provider Keys, so a retirement or outage is a dropdown change, not a rebuild. Provider health monitoring alerts you when a provider starts returning errors.
- Compare designs. Run one agent on the classic chain and one on Gemini Live, and compare transcripts.
- Re-check every agent with the Check button after any provider change.
- Sort your numbers into promotional and service, keep DND current and capture consent in each flow.
AI voice calls are on the Pro plan at ₹2,999 per month, excluding 18% GST, with a 14-day free trial. Start with the voice docs.

Frequently asked questions
What were the biggest changes for AI voice agents in 2026?
Speech-native voice models from OpenAI and Google became generally available, Indian-language voices improved, several older OpenAI voice and transcription models were scheduled for shutdown, and India introduced the 1601 number series and caller name display from 1 November.
Which OpenAI voice models are being retired?
OpenAI's deprecations page lists tts-1, tts-1-hd and two gpt-4o-mini-tts snapshots for 6 January 2027, legacy realtime and audio models for 20 January 2027, and whisper-1 and the gpt-4o transcribe models for 26 February 2027.
Are speech-to-speech models replacing the classic voice pipeline?
Not entirely. Speech-native models such as GPT-Live 1 and Gemini 3.8 Live usually reply faster, but the classic chain still gives more choice of Indian-language voices and language models. Many businesses will use both for different agents.
What new telecom rules affect AI calling in India?
TRAI's 1600 series for BFSI and government service calls, the 1601 series for utilities, courier and logistics from 10 August 2026, 140 numbers for promotional calls, and caller name display on 4G and 5G networks from 1 November 2026.
When do the DPDP Rules apply to AI calls and chatbots?
Most business duties apply eighteen months after the Rules were notified on 13 November 2025, which is May 2027. Consent manager registration applies from November 2026. MeitY has consulted on shortening the period, so check official announcements.
