Delivery and read receipts in live chat: what the ticks mean
One tick means WhatsApp accepted the message, two means it reached the customer's phone, and blue means they opened the chat. A message stuck on one tick usually means the phone is off or out of network, not that anything is wrong with your setup.
- One tick is accepted, two is delivered to the device, blue is read.
- Stuck on one tick almost always means the recipient's phone is unreachable.
- A customer can switch read receipts off, so blue ticks are not guaranteed.
- A failed message shows a reason, and the reason decides what to do next.
The four states an outgoing message can be in
Everybody recognises the ticks from personal WhatsApp, and in a business inbox they carry the same meanings with one addition.
- One tick. WhatsApp has accepted the message from you. It has not yet reached the recipient.
- Two ticks. Delivered to the recipient's device. Their phone has it.
- Two blue ticks. They opened the chat.
- Failed. WhatsApp refused or could not deliver, with a reason.
The fourth is the one personal WhatsApp mostly hides from you and the one that matters most in business. A message that failed is not slow, it is not arriving, and an agent who believes it went out will wait for a reply that cannot come.
Convo360 shows all four in the live chat thread, with a plain-language reason on failures rather than an error code.
It is worth telling your team the difference explicitly. In a personal chat, people learn to read ticks by habit. In a business inbox, where a failure is possible and consequential, habit is not enough, and an agent who has never seen the failed state will misread it the first time under pressure.
What one tick actually tells you
A message sitting on one tick is the state agents worry about most and understand least.
In almost every case it means the recipient's phone is off, in flight mode, or without a data connection. WhatsApp holds the message and delivers it the moment the device reconnects, which may be hours later. Nothing is broken and nothing needs doing.
It occasionally means something else. If every message to every customer is stuck on one tick, that is a channel problem rather than a recipient one, and the right place to look is your channel health and your Meta account status rather than individual conversations.
The distinction is easy: one customer stuck is normal life, all customers stuck is an incident.
Why blue ticks are unreliable
Read receipts can be switched off by the customer, and a meaningful number of people do. When they have, you will never see blue ticks from them no matter how carefully they read your messages.
This has a practical consequence: never treat the absence of a blue tick as evidence that somebody has not seen a message. Agents who do end up resending, which annoys exactly the people who are already reading.
Group messages behave differently again, and a business number in a group is an unusual setup anyway. Treat blue ticks as a helpful signal when present and as no information at all when absent.
There is also a privacy angle worth respecting. Some customers switch receipts off deliberately, and treating that as suspicious or chasing them harder is the wrong response. Behave as though you do not know, because you genuinely do not.
How agents should actually use this
The ticks are most useful for deciding what to do when a customer has not replied.
| State | What it suggests | Sensible action |
|---|---|---|
| One tick, an hour old | Phone unreachable | Wait. Do not resend |
| Two ticks, no reply | They have it, have not opened | Wait, or follow up much later |
| Blue ticks, no reply | Read and not answered | Consider a different approach or a call |
| Failed | Not delivered at all | Read the reason and act on it |
The third row is where judgement matters. A customer who read and did not reply has made a decision of some kind, and sending the same message again rarely changes it.
Reading a failure properly
Failures have causes, and the cause determines the fix.
A number that is not on WhatsApp will never receive anything, and the right action is to reach them another way and correct the record. A message outside the twenty-four hour window needs an approved template instead, not a retry. A billing block stops everything until a payment method is fixed, and retrying is pointless until it is.
Convo360 shows the reason next to the message rather than a code, because the difference between these three is the difference between updating a contact, sending a template and fixing a card. Guessing wastes time in a situation where the customer is already waiting.
Use the reason in what you say next. Telling a customer 'that number does not seem to be on WhatsApp, shall I call instead?' is far better than silently switching channels, and it often reveals that they gave a landline or a number they no longer use.
What receipts do not tell you
Two ticks means a device received a message. It does not mean the right person read it, that they understood it, or that the problem is solved.
Support teams sometimes drift into treating delivery as completion, particularly when a metric rewards it. It is worth saying plainly: a delivered message is the start of the useful part, not the end of it.
The number that tells you whether the answer landed is reopen rate, and it comes from the customer rather than from the network. Ticks tell you about transport; resolution tells you about outcome. Keep both on screen and do not confuse them.
Keep an eye on failure rates by channel over time rather than only in individual chats. A channel that begins failing more often is telling you something about account health, data quality or template usage, and that pattern is invisible if you only ever look at one conversation at a time.

Frequently asked questions
Why is my message stuck on one tick?
Almost always because the recipient's phone is off, in flight mode or out of network. WhatsApp holds the message and delivers it when the device reconnects, sometimes many hours later.
Do all channels show ticks?
No. WhatsApp reports delivery and read receipts, while SMS and some other channels report much less. Where a channel does not report a state, the inbox shows nothing rather than guessing.
Can I tell if a customer has read receipts switched off?
Not directly. If two ticks appear consistently but blue ticks never do for one contact, that is the likely explanation, and you should stop treating the absence as meaningful for that person.
Should agents resend a message with only one tick?
No. The message will deliver by itself when the phone reconnects, and resending produces duplicates that arrive together and look careless when the customer finally comes online.
Does a blue tick mean my issue is resolved?
No. It means the chat was opened. Whether the answer helped is a separate question, and reopen rate rather than read receipts is what tells you that.
