WhatsApp template paused or messages held? How Meta's pacing and pausing work, and what to do

Updated 2026-10-22 · 5 min read · By the Convo360 team

In short

Meta pauses a WhatsApp template when its quality falls to low: for 3 hours the first time, 6 hours the second time, and it is disabled the third time. Separately, pacing holds part of a campaign while Meta reads early feedback on new or weaker templates. Paused sends fail with 132015 and are not charged. Fix the content, then resume with engaged contacts.

Providers change prices and rules without notice, so confirm on the official page before you budget. Convo360 adds no markup: you pay the provider directly with your own account. Key takeaways
  • Low quality pauses a template for 3 hours, then 6 hours, and disables it on the third occasion.
  • Pacing applies to marketing and utility templates that are new, recently unpaused or not rated high quality.
  • Held messages are released if early feedback is good and dropped with error 132015 if it is bad.
  • Attempts to send a paused template are rejected, not charged and do not count against your messaging limit.
  • Editing a paused template sends it back to review, so it cannot be used until it is approved again.

Two different mechanisms: pausing and pacing

Businesses often use the words interchangeably, but Meta runs two separate systems that protect customers from unwanted messages.

Both are signals about how people react to a template, not about your account as a whole. Your other high-quality templates can keep sending from the same number.

How template pausing works

According to Meta's template pausing documentation, a template that reaches Active - Low quality in WhatsApp Manager (RED through the API) is paused automatically:

While paused, the template cannot be sent. Meta rejects the attempts, but you are not charged and they do not count against your messaging limit. You are told by a WhatsApp Manager notification and email. After the pause ends the template becomes Active again on its own, with its quality reset from the most recent feedback.

Meta warns that pausing does not hit your phone number at first, but a business that keeps sending templates that reach low quality may eventually see the number affected. Treat a pause as an early warning.

How template pacing works

Pacing is Meta's way of testing a template on a small part of your audience before letting it reach everyone. It applies to marketing and utility templates that are newly created, recently unpaused, or created earlier but not rated high quality.

  1. Messages go out normally until an unpublished threshold is reached.
  2. Further messages using that template are held, and the API response marks them as held for quality assessment.
  3. If early feedback is good, the held messages are released and delivered normally.
  4. If feedback is bad, the template is paused and every held message is dropped with error 132015. Admins are told by Business Suite notification, a WhatsApp Manager banner and email.

Meta says its goal is that even paced campaign messages are delivered within an hour for 99% of cases. For utility templates, pacing applies only in the 7 days after one of your utility templates was paused. Meta also runs portfolio pacing for large campaigns from smaller or monitored portfolios, releasing messages in batches.

What to do when a template is paused

Template wording that avoids negative feedback is covered in our template approval guide.

Why templates draw negative feedback

Pauses rarely come from one bad word. They usually come from a mismatch between the message and the people receiving it:

Fixing these usually does more than rewording the template.

Handling paused and paced templates on Convo360

On Convo360 you manage templates in WhatsApp Studio, where you can create, submit and search them and see the status Meta reports. When you plan a campaign:

  1. Test a new template on a small group first. Import or tag a contact group of your most engaged customers and send there before the full list. This is exactly the audience pacing tests on, so give it your best one.
  2. Let the campaign protect itself. When Meta returns a quality or spam limit, a Convo360 broadcast pauses itself, keeps the remaining contacts queued and tries again later.
  3. Keep a spare version. If you rely on one template for order updates or reminders, keep an approved alternative so a pause does not stop your flows.
  4. Compare two versions. In the Flow Builder, a Split (A/B) block before Send Template lets you send two wordings to different halves of a group and compare replies.

You pay Meta directly for delivered messages, with no markup. The templates documentation covers creation and submission.

Step by step

  1. Confirm whether it is a pause or pacingIn WhatsApp Manager check the template status; Paused means quality, held messages mean pacing.
  2. Stop sends that use the templateHalt the broadcast or flow so you do not collect more rejections or negative feedback.
  3. Review the content and audienceCheck the sender is clear, the offer fits the list and there is an easy way to opt out.
  4. Wait, edit or replace the templateWait out a short pause, edit and resubmit, or create a new template if it is disabled.
  5. Resume with engaged contacts firstRestart with customers who replied recently, then widen the audience gradually.

Example conversation

Our new Navratri offer template says Paused and half the broadcast failed with 132015. Is our account blocked?
No. Meta paused that one template because early recipients reacted badly, and the held messages were dropped without charge. Your other templates still work. Let's tighten the wording, make the sender clear, add a Stop offers button and resend to your regular customers first.

Frequently asked questions

Why was my WhatsApp template paused?

Meta pauses a template automatically when its quality rating drops to low, based on how recipients react, such as blocks and reports. The first pause lasts 3 hours, the second 6 hours, and the third time the template is disabled.

What does WhatsApp error 132015 mean?

It means the template is paused because of low quality, so it cannot be sent. It also appears when messages held during template pacing are dropped after bad early feedback. Edit the template or wait for the pause to end.

Am I charged for messages to a paused template?

No. Meta's documentation says you are not charged for attempting to send a paused template, and the attempts do not count against your messaging limit. The API rejects the messages, so stop campaigns that use it.

What is WhatsApp template pacing?

Pacing is when Meta sends a new or weaker marketing or utility template to part of your audience, holds the rest, and waits for feedback. Good feedback releases the held messages; bad feedback pauses the template and drops them.

How do I fix a disabled WhatsApp template?

A template disabled after repeated pauses returns error 132016 and cannot be used again. Meta advises creating a new template with different content. Review why the old one drew negative feedback before you submit the replacement.
