WhatsApp INR billing: how Indian businesses move to rupee billing before 31 December 2026
If your Meta Billing Hub shows India as the Sold-To country, every WhatsApp Messaging account in your business portfolio must be billed in INR by 31 December 2026. From 1 January 2027 Meta will not deliver messages from accounts still billed in another currency, such as USD. Migration clones your account in INR and moves templates; your phone numbers stay where they are.
Prices as on 22 October 2026. Figures were checked against the provider's official pages on that date. Providers change prices and rules without notice, so confirm on the official page before you budget. Convo360 adds no markup: you pay the provider directly with your own account. Convo360 is not affiliated with Meta or WhatsApp. This summarises Meta's published documentation on the date shown, not tax or legal advice; Meta's own pages prevail.
- The deadline is 31 December 2026; from 1 January 2027 messages from non-INR accounts of eligible Indian businesses are not delivered.
- Eligibility is decided by the Sold-To country in Meta Billing Hub, not by where your customers are.
- Migration creates a new INR Messaging account and copies your templates and the Flows they use; phone numbers do not move.
- A card must be added by hand to the new account before the migration can be completed.
- Historical insights stay on the old account, and Coexistence accounts cannot use Meta's migration API.
What Meta announced
Meta launched billing localisation for India on 1 January 2026. It applies to solution providers and directly integrated businesses whose Sold-To country is India in Meta's Billing Hub. Meta calls them eligible customers.
The important line on Meta's pricing page is the deadline: eligible customers must make sure all Messaging accounts in their business portfolio are migrated to INR by 31 December 2026, because from 1 January 2027 Meta will no longer deliver the messages of non-INR Messaging accounts of eligible customers.
In practice, an Indian business that set up WhatsApp years ago with USD billing, and never changed it, will find its broadcasts, order updates, OTPs and replies stop on New Year's Day unless it acts. That is the busiest week of the year for many retailers and travel businesses.
Are you affected? A quick check
| Your situation | What it means |
|---|---|
| Sold-To country India, account already billed in INR | Nothing to do, but confirm every account in the portfolio |
| Sold-To country India, any account billed in USD or another currency | Migrate that account to INR before 31 December 2026 |
| Several WhatsApp accounts for different brands or branches | Each one must be in INR, not just the main one |
| Sold-To country outside India | This India deadline does not apply |
On Convo360 you bring your own WhatsApp number and pay Meta directly from your own Meta billing, so this check is yours to make, not ours. Open Meta Billing Hub, look at the legal entity's Sold-To country and the currency of each WhatsApp Messaging account, and make a list.
What moves in a migration, and what does not
Meta's Currency Migration API, available since 1 June 2026, works by cloning your Messaging account into a new one in the chosen currency. According to Meta's documentation:
- Moved: your message templates in every status (approved, pending, rejected and others), Flows used by those templates, app installations, and users and permissions.
- Not moved: templates in outdated formats, Flows that no template uses, and insights. History stays readable on the old account; new data appears on the new one.
- Unchanged: your business phone numbers and their limits. They belong to the WhatsApp account hierarchy, which the migration does not touch.
Three details catch people out. A credit card cannot be attached through the API; you must add it manually in Business Manager on the new account before completing the migration. Templates created on the old account after migration starts are not copied, and template status and category are locked until the migration finishes. And Coexistence accounts, where the phone app and the API share one number, are not eligible for migration through this API.
What you will pay in INR
Moving to INR does not change Meta's pricing model. You are still billed per delivered message, from Meta's INR rate card. As on 22 October 2026 that card lists India at:
| Category | Rate per delivered message |
|---|---|
| Marketing | INR 0.8631 |
| Utility | INR 0.115 |
| Authentication | INR 0.115 |
| Service (charged from 1 October 2026, after 1,000 free per number a month) | INR 0.115 |
Meta can change rates on 1 January, 1 April, 1 July and 1 October. Our WhatsApp pricing guide has a worked monthly example. Tax treatment on Meta's invoice is a matter for your accountant; Convo360's own subscription comes with a GST tax invoice issued automatically.
A safe order of work for December
- Find the right person. Migration needs admin access to the Messaging account and to Billing Hub. In many SMBs that is the owner, not the marketing executive.
- List every account. Note each WhatsApp Messaging account, its currency and which numbers send through it.
- Freeze template changes. Do not create or edit templates while a migration is running.
- Run the migration early. Ideally before your festive campaigns, not in the last week of December.
- Add the payment method. Put your card or credit line on the new INR account before you complete.
- Test. Send one utility template and one reply, and check they are delivered and billed in INR.
If you are an agency or a reseller looking after many client numbers, keep a simple sheet with each client, their Messaging accounts, the current currency and the date migrated. Clients who own their own Meta billing have to give consent and add their own card, so start those conversations in November rather than in the week between Christmas and New Year.
Checking everything still works on Convo360
Because a migration creates a new Messaging account, tell us before you start so we can help you confirm the connection: write to support@convo360.ai with your number. After the migration:
- Open WhatsApp Studio and check your approved templates are listed and can be sent.
- Send a test broadcast to yourself and a colleague.
- Use Preview in the Flow Builder, then message your number from a phone to confirm your AI agent or guided bot replies.
- Look at the Manage panel for your number to confirm its messaging limit and quality.
If a reply fails with a billing error after migration, the usual cause is a missing payment method on the new account; see adding a payment method to Meta billing. For general setup, see the WhatsApp documentation.

Frequently asked questions
What is the WhatsApp INR billing deadline?
Meta requires eligible Indian businesses to have every Messaging account in their business portfolio billed in INR by 31 December 2026. From 1 January 2027 Meta will not deliver messages from their accounts still billed in another currency.
Who has to migrate WhatsApp billing to INR?
Solution providers and directly integrated businesses whose Sold-To country in Meta Billing Hub is India. If you pay Meta yourself for your WhatsApp number and your Sold-To country is India, check each account's currency now.
Will my WhatsApp number change when I move to INR?
No. Meta's migration creates a new Messaging account in INR and copies your templates and the Flows they use. Business phone numbers belong to the WhatsApp account hierarchy, which the migration does not touch.
Are my WhatsApp templates moved to the new INR account?
Yes. Templates in all statuses are copied, along with Flows used by those templates. Templates in outdated formats, Flows not used by any template and historical insights are not moved, and templates created after migration starts are not copied.
Can a Coexistence number be migrated to INR?
Meta's documentation says Coexistence accounts, where the WhatsApp Business app and the API share one number, are not eligible for migration through its Currency Migration API. Contact Meta support or your provider early to find the right route.
